The Civil Division serves as legal counsel to the county’s board of supervisors, elected officials, and county department heads.  The Civil Division is responsible for representing and advising all county offices, departments, committees, and boards and represents the county in both court actions and administrative proceedings.  This representation includes providing legal counsel and representing a department or office and its employees in the event of a lawsuit or complaint.  The Civil Division does not, and pursuant to Iowa law, cannot represent private citizens in legal matters. The Civil Division appears on behalf of the county and/or the State of Iowa in a variety of legal proceedings including violations of the county’s zoning laws and ordinances, mental health commitment proceedings, postconviction proceedings, property assessment appeals, the county’s fine collection and license reinstatement program and other civil legal matters.
